概要	<p> The purpose of this paper is to examine how the financial burden of education on families obstructs children's right to learn, and to reassess textbook fee policies based on the principle of free public education. While educational expenses are often regarded as a parental issue, they must be reconsidered in relation to children' s right to education as guaranteed by the Constitution of Japan and international human rights treaties. Furthermore, recent education-related policies should be evaluated in terms of their significance and challenges from the perspective of safeguarding children's right to learn.</p>
